its not up to ebay
it is up to the seller
and what they give you as shipping options and what, you are willing to pay ot have it shipped

as well as laws on what can or can not be imported and exported…

Some eBay sellers do and some don't. On the item page, right near the 'bid' button, there's a little line that says "Ask seller a question." Click on that and it'll open up an email for you to fill out and send to the seller. You can have your address hidden from the seller or not.

Another eBay option is to bring up a list of things you want and look to the left of the items list. There'll be an option where you can click on boxes to only show items within a certain distance of your location. Do that, and you won't have to worry about international shipping charges — if there are any rc cars available for sale in NZ, of course.
