I personally have never heard of any laws reguarding any such RC operations by age,at least not in this state. (Oregon)
I would check with the local law revised statutes and see if there is any such law where you live. In any case he should try to not run it in the streets, There may be a law reguarding that, Besides It's not a safe place to to run an RC of any kind. I would suggest an empty lot or playground. The key word here is EMPTY. Gas powered RC's can go fast enough to hurt someone if they happen to get hit in the leg.

There is no age requirement that I know of… Typically, if you can afford to buy one, you can drive it. BUT IT IS ILLEGAL TO OPERATE these toy vehicles on city streets! RC toys should be operated ONLY on private property, with the permission of the owner of that property.

Nobody of any age can legally operate a toy vehicle on a public street.
